The crisis level statistics showing that the African American population made up 61% of Houston’s newly reported HIV infections in 1999, made it apparent that something had to be done. With an army of volunteers, the Mayor’s State of Emergency Task Force was implemented to win back the community. In the hope of seeing a drastic decrease in newly reported HIV infections, the SOETF seeks to raise the community’s consciousness through HIV/AIDS education and prevention

In Houston, African Americans represent 55% of all HIV infections.
In Houston, African American women represent approximately 75% of all women infected with HIV.
African Americans represent 16% of Houston's population.
Nationally, HIV remains one of the leading causes of death for persons age 25-44.
Young people, ages 13-24, are at greatest risk for acquiring HIV/AIDS.
